Different laws govern different records

The Department of Justice Privacy Act overview explains the federal framework for agency systems of records about individuals. FOIA provides a separate public-access process for executive-branch agency records and contains exemptions that can protect privacy and other interests. State privacy, public-record, consumer-protection, and sector-specific laws may create additional rights.

There is no single federal form that exercises every data right against every organization. The correct route depends on who holds the information, why it is held, the person’s relationship to the record, and the law that applies. For a federal agency system, use that agency’s official Privacy Act or FOIA instructions. For identity theft reports and recovery planning, begin with the Federal Trade Commission’s IdentityTheft.gov.
